UK e-invoicing from April 2029: what it means for small businesses

The UK government has said that from April 2029 e-invoicing will be mandatory for VAT invoices in business-to-business and business-to-government supplies. Here is what is known and how to prepare without panic.

What has been announced

The UK government has set out plans for mandatory e-invoicing for domestic B2B and B2G transactions, starting from April 2029. The first stage is about structured e-invoices, without real-time reporting to HMRC. The e-invoicing implementation roadmap was published with Budget 2026. It confirms that from 1 April 2029 VAT-registered businesses (and public bodies) will need to be able to issue and receive VAT invoices as e-invoices unless an exemption applies, that Peppol will be the core interoperability framework with HMRC preparing to act as the UK Peppol Authority, and that the full requirements (scope, exemptions, standards and software-provider rules) will be published between October 2027 and April 2028.

What an e-invoice is

A structured digital invoice, exchanged in a standard format that software can read automatically, rather than a PDF or paper that a person types in. The UK is expected to use a standard based on the international model, and to support Peppol. Details of the required format should be in the official roadmap.

Does this end PDF invoices?

For business invoices under the mandate, eventually yes: a PDF alone will not be enough. Sales to consumers are outside the plan. Until the date, PDF invoices remain valid, and a human-readable layout will remain useful for customers who want a copy. InvoiceDesk generates human-readable documents only.

How to prepare

  1. Keep your customer data clean: legal names, addresses and VAT numbers.
  2. Number invoices consistently. See numbering.
  3. Learn what your accounting software plans to support.
  4. Follow GOV.UK and HMRC announcements for the detailed requirements due between October 2027 and April 2028.
  5. Keep VAT records orderly, noting that MTD for VAT already requires digital records. See UK VAT invoice requirements.
Check official guidance. We could not fully confirm these points against an official page when we last reviewed, so please verify them before relying on them:
  • The April 2029 date and scope come from government announcements. The roadmap published at Budget 2026 leaves exemptions and technical standards to be confirmed by April 2028.

Frequently asked questions

Do I need to do anything today?

No change to your invoices is required today. Keep an eye on the roadmap.

Does it apply to non-VAT-registered businesses?

The requirement applies to VAT invoices issued by VAT-registered persons. Exemptions are still to be set out (due by April 2028). Check GOV.UK.

Is it the same as Making Tax Digital?

No. MTD is about digital record keeping and returns. E-invoicing is about how invoices are issued and exchanged.

Will HMRC see every invoice?

The government said that real-time reporting is not part of the 2029 stage. Check the roadmap for future steps.

What about consumers?

Consumer sales are not part of the B2B and B2G plan.
